The DC Department of Housing and Community Development (DHCD) is dedicated to fostering a thriving and equitable Washington, DC. We work to provide affordable housing opportunities and advance community development initiatives for all residents. Our mission is to create and preserve affordable housing, support economic development, and enhance the quality of life in our city's neighborhoods.
The Housing Resource Center (HRC) serves as the District's central hub for housing, connecting residents and customers with essential programs. From foreclosure prevention to emergency housing, our approach is defined by clarity, equity, and a commitment to the public good.
Programs to help residents afford safe and stable rental housing and resources to help families purchase homes within the District. We offer guidance on foreclosure prevention and housing counseling.

Our modernized digital filing system. Since June 2, 2025, DHCD transitioned to digital-first filings for everything except eviction notices and provider petitions.
